Prince Catherine's Declaration:

I, Prince Catherine of Runnymede, hereby welcome all kindred who follow the Traditions to my domain. I keep a peaceful domain and encourage visitors, as long as they do not disrupt that peace.

Whilst within my court you will accept the authority of my council.

Any who wish to feed in this domain should seek the permission of the Primogen of their clan, who may, should they choose to do so, give permission for you to feed in their grounds. Let it be known that feeding without permission or care for the Masquerade will not be tolerated within my domain.

Any Kindred, including anarchs, wishing to reside within the domain should present themselves to me within three nights of their arrival. Failure to do so is likely to result in scrutiny from my Scourge and his deputies.

If you should require assistance with any matter whilst I am unavailable, consult my Seneschal, who may act in my stead should it prove necessary.

My Sheriff has the authority to enforce my will within the domain. Often he will speak with my voice. When a threat arises, follow his instructions as if they were my own.

Should you desire introductions to notable kindred of my domain, I would advise a consultation with my Chief Harpy, who will gladly show you around or introduce you to somebody who will.

Whilst within Elysium, you will accept the rules as stated by my Keeper of Elysium, who is within his authority to demand recompense for any transgressions. His rules are detailed below.

The Rules of Elysium

1. Weaponry

Visitors to the Court of Prince Catherine may bring only such weapons as are reasonable for self-defence, and they are to keep them sheathed / holstered except when defending themselves and/or the domain from immediate peril. Weapons may be subject to inspection by any member of the Council, their deputies, or other person designated by Prince Catherine.
Unreasonable weapons shall be defined as: Any explosive device, any flame-throwing weapon, any weapon which can not easily be concealed in the event of a police raid or similar, any weapon that is liable to attract excessive attention if used, any other weapon which is deemed unreasonable by the Sheriff, the Prince, or me.
Naturally, I will not expect people to consult me in moments of obvious danger, but generally the use of weapons in an offensive manner (including threatening, intimidating, torturing, etc.) will be deemed an Elysium breach unless it is first cleared with the Prince or myself.

2. Disciplines

Offensive uses of Disciplines are strictly prohibited in Elysium. Again, people can use their powers in emergencies and times that necessitate direct action, but frivolous uses of such a privilege will not be treated with leniency. Note that "offensive" disciplines include politically and psychologically damaging powers. For example, I have no problem with Kindred who use Obfuscate for privacy or to hide disfigurements. However, using Obfuscate to spy on others, to give a false identity or to impersonate another Kindred is forbidden.

3. Blood

Blood Binding is strictly prohibited in Elysium unless the expressed permission of the Prince has been given.

4. Art

In Elysium, art must not be damaged or harmed. Naturally, this forbids the destruction of material art, such as Cinnamon's paintings, for example. This rule also prohibits the interruption or disruption of performing arts. Lissa's singing, Jay's dancing and Sophie's flute-playing, to name some examples, are all protected by Elysium rules. After all, the Elysium is supposed to exclude violence and invite social activity and artistic expression.

5. Frenzy

Frenzy must be resisted in Elysium - the Beast must be controlled. Frenzy may not be as great a crime as conscious disobedience of the laws of Elysium, but it is still punishable.

6. Punishment

Naturally, the harshest punishments in Elysium can only be dispensed by the Prince. However, not every violation engenders Destruction or exile. I have been granted powers for handing out lesser punishments. I can, as with other Keepers of the Elysium, strip permanent status from offenders. If a Cainite hunger-frenzies in Elysium, he or she will be given a drink of Vitae by the Prince, and the Prince only, to tidy him or her over for the night. The Prince will provide this drink in the Chalice of the Elysium.
Other punishments have been devised, and will be revealed as and when.

These rules are simple. Therefore, they are easy to follow. Do so.
